Greece’s Real Serialization Progress:

[Blog] Greece’s Real Serialization Progress: 10,881 Users Onboarded. But What’s Next for MAHs?

Snapshot: Greece’s Onboarding Progress

Greece has made notable strides in FMD implementation. As of Q2 2025, the Hellenic Medicines Verification System (HMVS) has:
  • 10,507 private pharmacies
  • 135 public hospitals
  • 148 wholesalers
  • 91 private hospitals
fully onboarded and scanning products. That’s 10,881 verified end-users integrated into the national system.

Understanding the Tolerance Phase

Greece currently allows both the authenticity tape and 2D barcode — a hybrid system. This tolerance phase is designed to give everyone, including end-users and MAHs, time to adjust.
But with this flexibility comes new challenges:
  • Double-format validation issues
  • Scanner misconfigurations
  • Unclear decommissioning instructions

Common Challenges MAHs Still Face

Even with a successful national rollout, MAHs are struggling with:
  • Aligning decommissioning triggers to match end-user systems
  • Error rates in reimbursements
  • Lack of direct communication with pharmacies and hospitals

What Makes Greece’s System Unique

Unlike other NMVOs, Greece is fostering direct MAH–end user communication loops. This is critical to:
  • Ensure accurate decommissioning
  • Avoid unnecessary product quarantines
  • Resolve operational issues in real time
